Vancouver garbage-sorting firm fined $50,000 for Metro bylaw violations

Smithers Enterprises Inc. has been fined $50,000 for running an unlicensed waste transfer or material recovery facility in south Vancouver.

The open air site at the south end of Ontario Street, near the Fraser River, was used to sort municipal garbage and construction or demolition waste to extract recyclable materials.

SEI has also paid Metro Vancouver $41,555 in unpaid waste disposal fees, as ordered by the provincial court judge, after operating the facility without a Metro licence for up to a year.

 

SEI and owner Steven G. Smithers pleaded guilty to three offences under a Metro bylaw regulating the handling of solid waste and recyclables.

According to Metro officials, the firm operated on Port Metro Vancouver land and may have believed it was exempt from the regional district's bylaws and disposal fees.

Metro regulation and enforcement division manager Ray Robb said unregulated operations can cause odour or environmental problems and leave behind large cleanup costs for local cities.

"They can charge a lower rate and out-compete the guys who are doing what we want," Robb added.

It's the second recent fine for an illegal waste handling operation.

Super Save Disposal was ordered in January to pay a $145,000 fine for running an unlicensed facility in Surrey.
